Implementing Article 5 of the Energy Services Directive

Article 5 of the Directive requires the public sector to fulfiil an ‘exemplary role’ in energy efficiency by achieving cost-effective energy savings through procurement and best practice. Defra’s consultation document proposes a voluntary approach to procurement of energy efficient equipment and vehicles. Our response argues that in addition to this – and following both the wording and spirit of the Directive – the government needs to retrofit existing public buildings and procure efficient new ones, and that a legislative rather than a voluntary approach is needed to ensure success as well as being more consistent with the government’s approach to tackling climate change.
