Draft licence modification for provision of advanced metering for larger business sites
ACE made a written submission to the Department for Business, Enterprise and Regulatory Reform’s consultation on a draft licence modification for provision of advanced metering for larger business sites.
In short, the Association believes that the licence conditions do not meet the requirements of Article 13 of the EC Directive on Energy End Use Efficiency and Energy Services because business customers do not automatically have access to actual time of use information on their energy consumption under the proposed licence conditions and there are no requirements for the data provided by advanced metering to be used for frequent, accurate billing providing comparative information.
ACE also has other concerns with the draft licence conditions, in relation to the the time interval for data storage by the meter, customer access to their data, how data are displayed and the new clause exempting suppliers from installing advanced metering if they are not able to do so.
