Incentives for energy efficiency – survey report

ACE conducted a survey of organisations and individuals working in the energy efficiency sector in the UK, to explore their views on a range of incentives to drive the market for home energy efficiency.

This report describes the results.

There is widespread energy efficiency industry support for incentives, and a willingness to work with government to promote them and ensure that they deliver to their full potential.  But the energy efficiency industry will need clear evidence of robust government commitment to the incentives before it will invest in developing propositions to bring to market.

The incentives examined in this work are: a time limited stamp duty rebate, linked to achieving a certain level of energy efficiency; a penalty on the purchase of properties with low energy efficiency ratings; low or zero interest rate loans; and a tax break (low or zero rate VAT) for renovation projects that deliver energy efficiency improvements.
